Project Insidiator was an UGA project to send ships with the(ir) most advanced cloaking technology to find new species and observe them. Hostile or not? Superiour or not? Chances for a trade agreement or not? hese were the demands of the UGA high council they had to posses in order for the UGA to present themselves. If a species did not have these they would leave them(and evade them in case of high hostility)and await the day the species in question would find them.
